Planning Applications and Forms
Apply online for the following types of development applications:
- Zoning By-law Amendment/(H) Removal
- Official Plan Amendment
- Plan of Subdivision/Condominium
- Site Plan Approval or Amendment
- Consent or Severance
- Minor Variance or Permission
Development Application Process
The development application process includes multiple steps:
- Part Lot Control
- Site Plan or Subdivision Compliance letters
- Telecommunication Structure
Step 1: Preliminary Consultation with one of our Planners
You are required to have a preliminary discussion with one of our planners with respect to your concept plan. Please attach your concept plan to the email. Ensure to provide a brief description and property address(es) for your development proposal.
For removal of a holding provision, proceed directly to Step 4.
Step 2a: Submit a Pre-consultation Application
Pre-consultation application is only required for Official Plan Amendment, Zoning By-law Amendment, Plan of Subdivision & Condominium, and Site Plan Applications. Minor Variance and Severance applications do not require completion of this step but applicants will need to connect with the Planner to discuss their application via informal pre-consultation. - Corporate Owner Authorization Form (required only if property is under corporate ownership)
- Individual Owner Authorization Form (required if the property is not in corporate ownership and the applicant is not the owner or sole owner of the property)
Step 2b: Submit a Pre-Application Technical Adequacy Review Application
Upon completion of the required information and materials as prescribed via Stage 1 of the process (identified in the letter after the formal Pre-Consultation Meeting), Stage 2 of the process requires applicants to submit an application for Pre-Application Technical Adequacy Review.

Based on your application type, please fill out the applicable pdf forms below and attach them as part of your application in Step 4.
Zoning By-law amendment application forms
- Corporate Owner Authorization Form (required only if property is under corporate ownership)
- Individual Owner Authorization Form (required if the property is not in corporate ownership and the applicant is not the owner or sole owner of the property)
Official Plan amendment forms
- Corporate Owner Authorization Form (required only if property is under corporate ownership)

Plan of subdivision and condominium forms
- Corporate Owner Authorization Form (required only if property is under corporate ownership)
- Individual Owner Authorization Form (required if the property is not in corporate ownership and the applicant is not the owner or sole owner of the property)
Site plan approval forms
- Corporate Owner Authorization Form (required only if property is under corporate ownership)
- Individual Owner Authorization Form (required if the property is not in corporate ownership and the applicant is not the owner or sole owner of the property)
Committee of Adjustment forms
- Corporate Owner Authorization Form (required only if property is under corporate ownership)
- Individual Owner Authorization Form (required if the property is not in corporate ownership and the applicant is not the owner or sole owner of the property)
- Corporate Purchaser Authorization Form (Application for Consent only, required if the property is being purchased by a corporation)
- Individual Purchaser Authorization Form (Application for Consent only, required if the applicant is not the purchaser of the property)
Step 4: Submit a Planning Development Application
Please note. Where pre-consultation is required in Step 2, you must have attend your pre-consultation meeting and have received a letter from the City outlining requirements of your submission prior to your planning development application submission.
